Language Access Plan Policy

Purpose and Scope:
The Language Access Plan (LAP) Policy for FNBC Bank (the subsidiary of FNBC Bancorp, Inc.) has been established by the Board of Directors of FNBC Bank. The LAP Policy is to ensure that FNBC Bank provides meaningful access to its products and services for individuals with limited English proficiency (LEP), in accordance with federal and state laws.

Applicability:
The LAP Policy applies to FNBC Bank products and services.

Identification of Limited English Proficiency Individuals:
To identify LEP individuals, FNBC Bank will utilize our community bankers that engage the communities we serve as well as analyzing our community profiles from the United States Census Bureau. Understanding the communities we serve will better prepare FNBC Bank to provide access to our products and services.

Interpreters and Translators:
FNBC Bank currently employs two bilingual community bankers that are available to all FNBC Bank branches through telephone and video chat. FNBC Bank has identified vendors and community resources that can be utilized as interpreters and translators, if needed.

Modes of Language Assistance:
Language assistance will be provided verbally through our bilingual staff. However, situations may require more than just verbal communication. As tools and resources are needed, staff will track to determine what other reasonable modes of assistance are needed.

Notification and Outreach:
FNBC Bank will publish this LAP Policy on its website www.fnbc.us.

Training and Education:
Staff members will receive training regarding the LAP Policy and procedures for assisting LEP individuals.

Monitoring, Compliance, Documentation and Recordkeeping:
FNBC Bank will monitor the implementation of this LAP Policy. As situations arise, the LAP procedures will be updated to reflect the needs within our communities. Annual review of the LAP Policy and assessment of the plan will be conducted to ensure compliance. This LAP Policy is designed to comply with all applicable federal, state, and local laws governing language access and antidiscrimination, including but not limited to Title VI of the Civil Rights Act. The LAP Policy will follow FNBC Bank’s confidentiality policies and procedures. Monitoring data and issues that arise will be documented and maintained by the LAP Coordinator.
